This looks like future flood in the making. It is a smallish brook, and here the road goes over the brook. There are two culverts, both frozen solid. Or, there might be an inch of free space in other of them, can't say for sure. This is a rare phenomenon, and I don't know what causes it this winter - it has been cold temperatures and very little of snow, yet from somewhere liquid water pours into the brook, and it freezes on top of the existing ice. Day by day and week by week the ice has been growing thicker, until reaching this point. When we will get spring temperatures thawing snow will release a lot more water into the brook, and if the water can't flow in the culverts it will flood the road. This is definitely something I have to keep an eye on.

Actually, now that I look at the picture I realize that the culvert on the left must be already frozen solid, since on that side the ice is covered by a thin layer of snow. But on the right we see a fresh layer of ice, which must have formed there after the snow.
The thing is that as soon as the weather gets warmer, flowing water will start to carve a route in ice, naturally unblocking the culvert. But that only happens if there is enough space for the water to get through. So, at the moment it still looks like water can get through the other culvert, so there are chances that the situation will resolve itself as soon as we get Spring temperatures - unless the ice keeps accumulating and blocks the culvert before that. In which case hot water or steam is needed to open up a route.
